    Mr. Gareth Webley, Chief Security Officer, National City Bank

 “Geeks and Guns:  Bringing together Information Technology Protection (IP) and Physical Security under one umbrella.”

CSO Gareth Webley of National City Corporation will share an inside look of NCC’s security convergence, bringing the “geeks and guns together” for a more sophisticated and effective security team to protect our customers, employees and LOBs from not only physical harm but also electronic assaults.  From the creation of a converged security command center that will be in operation 24/7 to the general benefits of merged risk assessments throughout the Physical Security and IT families. 

CSO Webley will explain the goal of services that are commonly delivered, such as administration, security engineering, and risk assessment that can be done with a single team that delivers cross-functional risk assessments for the corporation and also complies with SOX regulations.

CSO Webley will also highlight some of the successes and mistakes managing a combined physical/IT security operation on a daily basis; and how to bridge the communication gap with the “geeks” in the IT department and the “guns” in physical security.

BIO:  Gareth Webley, CSO, National City Corporation

Gareth is the Chief Security Officer of National City Corporation which is one of the top 10 of the nation’s largest financial holding companies in the United States. In his role he is responsible for both information and physical security for the corporation. The bank operates its brick and mortar branches primarily in the Midwestern states of Ohio, Illinois, Indiana, Kentucky, Michigan, Missouri, and Pennsylvania. Nationally the holding company operates a mortgage company and other financial services.

Gareth is a leader in the financial services industry on the subject of information security and lately Convergence. He is a key participant in industry groups such at BITS, and provides guidance to a number of key technology vendors as a member of their respective executive roundtable groups and advisory boards. Gareth was recently nominated to the Open Security Exchange Convergence Council. He is also a frequent speaker at both information and physical security events.

Gareth has degrees in Economics and Computer Science.

Special Agent in Charge, Cleveland Field Office (44 counties, No. Ohio)

Smokey started his career with the United States Secret Service in 1985 in the Philadelphia Field Office.  His current position as Special Agent in Charge of the Cleveland Field Office is his 11th assignment in a 22 year career. He oversees all Secret Service operations in the northern 44 counties of Ohio and has Resident Offices in Akron and Toledo. 

Smokey fully supports pro-active liaison between law enforcement and private security entities to help ensure the safety of our nation.

He is married and has three children.

Topic:  National Threat Assessment Center (NTAC):  How it Works

The Secret Service National Threat Assessment Center (NTAC) was created to provide leadership and guidance to the emerging field of threat assessment. Specifically, NTAC will offer timely, realistic, useful, and effective advice to law enforcement and other professionals and organizations with responsibilities to investigate and/or prevent targeted violence.  

Building on a recent operational study of U.S. assassins, attackers, and near-lethal approachers of public officials, NTAC will develop and provide threat assessment training and conduct operational research relevant to public official, workplace, stalking/domestic, and school-based violence. In addition, NTAC will offer its assistance to organizations interested in developing threat assessment programs.

Second Topic, time permitting:  Insider Threat Study

In collaboration with CERT/CC of Carnegie Mellon University, the Secret Service is developing the Critical Systems Protection Initiative (CSPI). The goal of this program is to develop a refined cyber security prevention and response capability in support of both investigative and protective missions. One important component of the CSPI is the Insider Threat Study, which will analyze the physical and online behavior of insiders prior to and during network compromises. The insider who already has access to systems can potentially be the most dangerous. The U.S. Secret Service foresees the applicability of this program in assisting private industry to evaluate and manage a potential problem before it happens.

Ted Moss is the founder and President of  Crimcheck.com,  a leader in the pre-employment screening industry.  Serving business enterprises nationally and internationally, Crimcheck.com  has provided comprehensive background checks to small businesses and Fortune 500 corporations for over 15 years.

Mr. Moss is a 25-year veteran of law enforcement and corporate security. Several years as an Investigator for The Ohio Department of Mental Health added a unique perspective to Mr. Moss’ diverse experience.  Mr. Moss transitioned from law enforcement to the loss prevention and security management field for various companies

In 1986, Mr. Moss formed OMNI protective services in Akron Ohio. He later joined Inter-Fact, Inc. in Bedford Heights, Ohio, as The Director of Investigations where he pioneered groundbreaking methods in the employment screening industry which resulted in the purchase of the company by Trans-Union Corporation.
